Regulating Research in a New Environment

After a quarter of a century, the rules that govern the protection of human subjects in federally funded research are changing, bringing both welcome updates and new implementation challenges. The complicated path that the revised “Common Rule” took before its publication on the last day of the outgoing administration was just a preview of the bumpy road that new regulations and initiatives face today. The Common Rule revisions come at a time when decreasing regulatory burden, reducing the number of existing regulations across the federal government, and cutting costs are priorities from Congress and the White House. This session will provide a broad perspective on the process for changing the Common Rule, its major provisions, and how other actions by congress or the new administration, including the 21st Century Cures Act may affect the conduct of research at academic medical centers.
